Provinces indicate that businesses must meet certain guidelines to be a legitimate business within a province. We are looking for businesses that follow the provincial rules and regulations. The requirements of each province and a search tool that narrows requirements further are at this link.
Some cities have laws in place that indicate that a business must be licensed for their jurisdiction. Some cities do not require licensing as it is included in the property tax. Some cities will not license a business unless the business is legally registered in that province.
The Affiliate Subscription is for the business that supports an equal playing field for businesses in provinces and cities. The Affiliate Subscription is for the business owner whose credentials filled out in their profile show that they are legal and licensed for their trade area.

Safe and Trusted Canada would review the business profile and not necessarily accept a business just because it is legal or licensed.
